Homeless men and women have camped out on the private property by the American River in Sacramento for years. When, due to national media attention, the city decided to evacuate residents of this "Tent City," these same men and women were shuffled from campsite to shelter. As national attention waned, the problems facing the former residents continued to grow, and days and weeks passed in a waiting game for meals, shelter beds and temporary hotel rooms.
